Can’t disband family sharing

I have removed all of my family members and am trying to disband my family so that I can join my partner’s Apple family.

however, when I attempt to click on “Stop Using Family Sharing” nothing happens. I can click on it again and again and nothing changes.

i also still can’t join his family because it give me the error “Family has other members”.
