What iPhone model do you have exactly?
You need an iPhone 8, 8 Plus or X to update to iOS 16.
If its an older model, it is not compatible with iOS 16 and cannot be updated.
If its a newer model, it can only be updated to the most current version it supports which at the time of writing this is iOS 17.
