Looking to programme to analyse an apple numbers sheet

Essentially looking to programme a 3 person rota for 3 weeks that I can expand

Only one person required

3 people suggest their availability

Can decipher who is available for each week - IF(B2="Yes",$A2,0)

Clearly we can work out a person for each week

is there a way to programme the grid to automatically select a person for each week based on their availability ??
