My wife and I both have a subscription for iCloud drives but neither is more than 1/4 full. If I share my drive with her does the total space get combined? After that if we unsubscribe the other account will all files be intact on the space left?

If you share a storage plan, you both continue to access your own files using your own Apple ID and your files remain separate and private. You both have access to any unused portion of the shared storage plan. When she switches to the shared plan, her current plan will be cancelled and she will get a refund for any remaining time in her plan.
