Ipod Touch 5th Gen setup problem

New device, going thru setup screens, asks for Apple ID & PW, alerts main IPad but hangs on iCloud stuff and then loops back to asking for Apple ID again. ID/PW login on other devices.

Too many devices under this ID (probably 7-8)?

iPod, iOS 9
