I'm running IOS 17.6.1 on an iPhone 13 ProMax. A couple of updates ago, Siri quit answering anything except the time and doing anything except for setting alarms and timers without unlocking the iPhone first. I used to ask all kinds of things like the weather, temperature, sunset/rise time, etc, and it used to tell me. Now, it doesn't. Why not?

I think I figured it out. It has to do with location services in the Weather app not being accessible while locked.
You can test this by locking your phone and asking Siri for the weather of a specific location that doesn’t use location services, for example, “Hey Siri, how’s the weather in Toronto?”
To allow Weather to use location services while your phone is locked, go to Location in Settings, go to Weather, and select While Using the App or Widget or select Always.

Same here, can’t use Siri to ask the weather outside while shaving, because it requires to unlock options, defeats the purpose
I just tried what you mentioned on my iPhone 15 Pro Max and was greeted with the same thing "You'll need to unlock your iPhone first." I wonder if it has something to do with the "Stolen Device Protection" that was implemented with the latest builds of iOS 17. Sad world we live in where security gets in the way of convenience.
