Parental Controls - Text Messaging

Can you block text messages from certain contacts in your child's phone during screentime. I see the "Contacts & Groups with at Least One Contact" feature, but does that mean the contact has to be on the parents list, too? Ex: Parent 1 wants to block Parent 2 during certain times when under Parent 1's supervision.
