iOS 17.3.1 Can't text pics to Android phones

Recurring issue trying to send photo attachments to Android phones ONLY. iPhone SE3 on 17.3.1. I have read many other threads on this issue and none of the solutions have worked. My phone inconsistently is able to send photos in Messages, but only to Android phones. I have 100% success sending to iPhones. Maybe 25% sending to Androids.

This happens on full strength Wifi signal or full strength cell signal, and VPN on or off.

MMS setting is on.

SMS setting is on.

Cellular data is on.

Network Settings have been reset.

Phone has plenty of storage available.

I've spoken to service provider (TMobile) and Apple with no resolution.

I've tried every suggestion that I've read so far, other than the full "nuke n pave" reset.

I have this same issue when using the Messages app on my M1 iMac as well.

Has anyone come up with a more reliable fix for this problem yet? I'm not disregarding that I have an incorrect setting somewhere, but my wife who has the same model phone as me also has this problem with Messages.

imessage blue text to another iphone is Apple message feature.

SMS/M MS green text to non iphone is T mobile feature.

You will need to escalate the issue with T mobile.
