Not sure why you think that. That model of iPod was discontinued 15 years ago and the technology used by every company has moved on significantly since then. That's before Windows 7 was released.
OS 1.1.5 won't allow access to store with itunes 11.0; believe OS 1.1.5 only will work with itunes 11.0
That model of iPod should work with the current version of iTunes.
It still won't get you access to the store and as Niel has mentioned, there are unlikely to be any apps available for such an old version of the operating system, but you can still use iTunes to manage music on the iPod. To be precise, you can use iTunes to add, remove and manage music that you own and is in your iTunes Library (that is, copies of CDs and digital music purchases from either the iTunes Store or other online retailers).
However, what you will not be able to do is use Apple Music (which is a subscription service).
