“Apps Using iCloud” is an independent concept that has nothing to do with iCloud backup.
If an app uses iCloud, it means its data is stored there so it can be accessed on all your Apple devices.
Think of iCloud backup as simply providing storage space to house the backup of your iOS device.

What apps? Apple apps? Or third-party apps? If you turn off backup, data will no longer be backed up.

I think I’m getting my head around it so you’re saying apps using iCloud Photos/contacts/notes etc Is different to device back up and will be restored setting up a new phone for example, even If device backup is turned off?

Your iCloud app data will remain in iCloud unless and until you delete it. If and when you delete it, it’s gone forever.
