AppleID scam, trying to use my already validated email to create new AppleID

It looks like someone is trying to use my email to set up a new AppleID. They don't have access to my email, so I'm just getting daily messages to verify my account (giving me a verification number to complete the next step), which I ignore. Any other options? these messages are getting annoying, but I can't control this other person just listing my email as theirs for the AppleID creation process.

I've already logged in to both my email and apple account to verify that everything is still secure.

Is that address already used for an Apple account? If it is, you shouldn't be getting the messages since they will just be told the email address isn't available. In that case are you sure this isn't just some phishing variant?
