Public Wifi - safe connection with Apple VPN?

Hello, I have a question if its possible to get to my Iphone 13 through public wifi, in example to get files pictures etc. In Iphone I found in settings VPN and Device management setting, is that help when its set ,,Connected" Or its just for security for browsing sites and not related specificaly to wifi interface security?

When I scroll in main screen I see VPN (badge) in left upper corner next to Mobile Network I´m using.

First, subscribe to iCloud+ (99¢ a month and up depending on rented iCloud capacity) if you don’t already. The turn on iCloud Private Browsing. This protects all communications using Safari.

But even without that, all communications between your iPhone and any Internet site is end-to-end encrypted, so it will be secure over a public network, so you don’t need VPN. And to use VPN you can’t just turn it on; you must subscribe to a VPN provider, who will know about everywhere you connect to, and many VPN providers are less than honest. Even the big ones; Avast has been caught selling browsing data on multiple occasions. Thus, VPN does not make you safer, and may make you more vulnerable than not using it.

thank you very much,

1) I turned on - Private Browsing on iCloud, I red all specification from apple iCloud Private Browsing topic - If I understood right, it somehow covering all protections like VPN from external providers. So make really no sense to add providers which are on the end probably collecting data. Am I right?

2) Yes you are right, I had VPN through AVAST on my iphone. So I switched off and delete connection to Avast

3) Just a question from 1st message, if its possible to get to my Iphone 13 through public wifi to get files pictures etc. Just by connection itself. I´m not regulary connecting on public places but sometimes I have no other option.

Sorry for maybe stupid questions, I´m not so IT skilled.
