Specific Contacts Communication Limit not working

I want to limit who my daughter can communicate with via call and text during down time. Specific contacts feature not working. I have followed all of the instructions I’ve found - added allowed contacts during down time and she is still unable to text those people during that time.

We turned phone on and off. Tried from parental controls settings on my phone and hers.
