Can I restore my iPod Touch without iTunes?

I dropped my iPod Touch (6th Generation, I believe it has iOS 12.5.7) on the ground and now it will not turn on unless it is plugged into a USB outlet, and even when it is plugged in, it gets stuck in an infinite loop of showing the Apple symbol, the screen going black, and then showing the Apple symbol again. I'm trying to restore it to see if that will help (when I get it to show the restore screen, it shows a plug-in cord with an arrow above it that points to the iTunes logo, if that is important at all), but it doesn't turn on when I plug it into a computer, and therefore I can't try to get it to restart or show the restore screen again while it's connected to the computer. Please help, thank you!

Also, just to clarify, the iPod acts like it's dead when it isn't plugged in or is plugged into a computer (it doesn't turn on or do anything at all even though I know it's at full charge). It only turns on when it's plugged into an outlet. I've tried pressing different buttons and such, but the only thing you can get it to do is show you the restore screen, and then after thirty seconds or so it goes back to cycling though beginning to restart, going blank, and then trying to restart again.

Can I restore my iPod Touch without iTunes?
