How do I change Apple ID region/country after zeroing my account balance?
I want you to remove the 0.11 on my Apple ID so that I can be able to change my region

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
