MacOS 10.13 not available

i tried to install and app on a late 2015 retina 4k macOS Sierra that is on version 10.12.6. But when i try to go update it to version 10.13 there is no update available and i have tried many ways to try update it but its not working. How will i get it to update?

Start with How to download and install macOS - Apple Support using the Safari browser. You would have improved security if you installed the last compatible operating system which would be Big Sur 11.7.* — unless you still need to run 32-bit applications.
