Family Contact Management

My daughter has an Iphone and an Ipad. I'm the family organizer. When I try to manage her contacts it's only displaying the contacts on her Ipad (3 contacts). She has additional contacts on her IPhone (11 contacts) but they are not viewable to me as the organizer. Any idea why only the contacts on the Ipad are viewable and not those on her phone? She is logged onto both devices with the same ID.
