Hi all...I purchased an Iphone 12 second hand but the personal locking code from the original orner is still in place..I have no idea Who it is so I can't get intouch with him/her....how can I go about removing the personal lock code?

Without the seller's help, you can't. And since you can't get in touch with them, you very likely purchased a lost or stolen phone. You will never be able to use it.

Best to return the phone for a refund if you can find the seller.
It is going to be worthless to you unless the seller can remove the lock on the phone.
This is known as buyers beware, when you are buying resale Apple Products, you buy at your risk. There is a chance that when you buy it, they are locked and practically useless.
