8 year old daughters phone does not share location.

I have been all over trying to figure this out. In the find my iPhone feature I can see everyone except for my youngest daughter. She is on our family plan, and I can see her device on the device tab of find my, but not under people. I have all her location services on, updated her iOS, and have had zero luck.

Any help would be appreciated!
