Under 13 on Family sharing should be able to change to an age +13 with parental consent

No one can change the date for someone under the age of 13. Your father can contact Apple Support and have them fix the date. You shouldn't have to wait for years.

• Sign in to appleid.apple.com.
• Select Personal Information, then choose Birthday. 
• Update your birth date and click Save. If you're changing a birth date for a child, learn what to do.
