Family Sharing - Only able to add a new child account

I currently have family sharing to connect 4 accounts.

I wish to connect with another existing family (adult) account.

When I click on the 'Add Member', either on my phone or through my Macbook Pro, it only allows me to add a child, not create an invitation.

Has anyone else experienced this and resolved it? Thanks!
