My family signed up for a Family Sharing plan; my spouse initiated it, so I joined her family. I am trying to sync my Apple Music from my laptop to my phone. I am logged into Apple Music on both devices, same account, under the Family Sharing plan. When I got to Music>Settings I don't get the option to sync. Only options are: Show; List Size; and, Notifications. How do I sync?

You can’t sync the music with others members in family sharing, you can share songs and playlist with them , there is not syncing option in Apple Music settings
If you are logged into Apple Music on both devices using the same credentials, there's no need to manually sync anything. You should see the same things on both devices.
