Contacts control in Screen Time on multiple devices

My father has been diagnosed with dementia and I have had to closely control the communications that reach him because he is easily scammed.

I have set him up with a child profile (Apple, please help with this so we don’t have to make my Dad appear 8 years old on his AppleID), and control all his contacts that are in the cloud. He still has some residual contacts on his phone and iPad, but those are mostly cleaned up.

Now, when unknown people text him both the iPhone and the MacBook block the preview and won’t allow him to see what the person is saying or to engage in a chat with them. However, the iPad has a leak and these messages are still getting through…so he spends all day chatting away with scammers on his iPad and carries it around like he used to carry his phone.

I’ve gone through the settings on the iPad and verified that the parental control on contacts was accepted. Seems to be some kind of issue with synching the Screen Time controls across devices. I’ve rebooted, updated, and all the usual tricks.

Short of upgrading his iPad, or factory reset, is there anything I can do?
