It's fuzzy but to me it looks a web page in the image, not an email message. It says "safari.extension" Hence my wondering if it was an extension. Hard to say more without more information about what may be installed on the computer, etc.

I use Firefox as my browser and it occasionally pops up warnings about web sites (usually ones that are okay but some organization I know and trust is using some kind of tracking mailing list to which I have to reply to update information). To me it looks like the browser/computer has Norton installed and it is producing that message. I haven't used Norton in about 20+ years so I don't know what it looks like now.

I get warning pages like the OP but from McAfee, which I've never used. It turns out my internet service provider has some sort of agreement with them. Traffic that goes through my home network apparently gets scanned. I'm not sure at what point and have never bothered to figure out how to turn it off as it doesn't come up very often.
