Settings say son is sharing location but FindMy says he’s not sharing location

I am the family organizer. My adult son is part of the family group. In the settings for the family sharing it says he is sharing his location. However, in FindMy under “people” there’s no location found. In FindMy under devices, his phone shows as online but says “not sharing location.” He’s tried several times to share his location and it just doesn’t work or says the location has expired. Any idea how to fix this?

We have tried removing him from the family and adding him back, but it’s still the same result.
