Separate Credit Card purchases in Family Sharing

I have all purchases turned off. Does each of my family member have to have Apple Cash, or can they not use their own credit card as a form of payment.

My daughter has a reoccurring annual charge from Apple, and it keeps bypassing her credit card and charging mine (which is on Family Sharing). She doesn't want to set up Apple Cash, just wants it to charge her credit card.

I've looked at many forums but have not seen this particular issue.
