How do I make sure I have the parental controls after adding my stepson to Family Sharing?

I have a step son who has an iCloud account on his iPhone, his mom has an android and doesn’t do family sharing. I want to add him to mine, but will I still have parental controls being he’s 13? And how do I make sure I have them?
