Keeping App store while using parental controls

I am using parental controls for my daughter's devices. I have Ask to Buy and Allow downloads both set to allow but the app store is not showing. Can the app store remain available if you are allowing download of apps and ask to buy or what do I need to change to allow for the App store without losing all parental controls?
