Bootcamp Control Panel Can't See MacOS

I was given a free 2010 Mac mini recently! So I wiped the drive and install a fresh copy of High Sierra, fully updated.


Then I used Bootcamp Assistant to do a fresh install of Windows 7.


Then I used a USB stick in macos, to create the bootcamp installer to run on windows.


I installed the bootcamp drivers and now everything is running perfect, EXCEPT.....


The Bootcamp Control Panel in Windows, the equivalent of the Startup Disk control panel, can't see my High Sierra volume! Is there any way to fix this? This is a problem because the Mini runs without a keyboard or mouse, connected to a TV with just a Playstation controller plugged in. What little clicking I have to do on the machine, I do via VNC on my macbook pro. This is in my bedroom, theres just no room for a keyboard or more. But without one, now I have no way to boot the Mac mac into macos! Which is where I have OpenEMU and all the roms. ALL the roms :D


FYI on Windows I have GTA 3, VC and SA. Its a cool little games machine! And its the last model with nvidia graphics, it has the 320m which handles these older games like an absolute pro!
