Downloading iTunes Purchases While Subscribed to Apple Music

I can't seem to get Music to Download iTunes files for certain songs that I have purchased on iTunes. Instead, it will download them as protected Apple Music files. This happens even when I navigate to the iTunes storefront in the Music app and go to the "Purchased" tab to download from there. And I have tried removing any existing downloads of these songs and doing it again. Oddly, it only happens with certain songs. What can I do?
