HomePod mini, can I set it language diff to iPhone
iPhone is set to Eng... but I want my HomePod's Siri to speak Thai ?

I could find no advice that this can't be done, so try it for yourself.
To make a language choice in HomePod Mini see: Change HomePod settings:
In the Home app on your iOS or iPadOS device touch and hold a HomePod or Siri-enabled accessory.
Scroll down, tap
then tap Language, then tap a language option.
