I started trying to edit videos and was interested in adding in a Topic Bar kind of like they have on TMZ or some of my favorite sport shows. I see the option for the title and the ticker but I'd love to find out how to do that topic bar. Does anyone know how I would do that on iMovie or if it's even possible?

I'm not familiar with TMZ so not able to clearly envision how the Topic Bar Works. Is it an interactive screen that shows topics that can be selected to jump to different sections of the movie? Perhaps you could describe exactly how it works.
In any event, iMovie 10 discontinued the Chapter Markers feature that iMovie 9 had. Chapter markers or a scene selection screen cannot be created in iMovie 10, unlike in the now discontinued iDVD app. So, you could type out a list of topics into an iMovie title, but it would not be interactive.
