Device not compatible with apple backup

I have just tried to transfer iPads, and apparently it won’t let me use the backup I did on a device that’s newer, so then I just went to try and see if I could update it to be on the same update, but it says that the device is up to date.

(the older iPad is the one I’m transferring to)

Would my data still be saved for apps like procreate if I signed in there, or can I not use it?

iPad, iPadOS 17

Correct. You can restore only to the same iOS or higher, not backward. Anything that you have synced to iCloud, remains there on any device into which you access your account. Your purchase history, and apps, can be downloaded again. Your data might be available in iCloud but is otherwise kept on the iPad itself.
