iPad IMovie Storyboard says "Some of the videos in this project are being downloaded from iCloud".

I know this topic has been asked several times and the answer is to turn off Optimize [device] Storage, which I did. However the prompt never changes and there is no progress bar to see if it's working. Sometimes clicking on the project I get a different message: "Missing Videos This project contains clips which have been deleted from your photo or music library". What an awful user experience (UX). I can't find a pattern to determine which pop up alert is more correct. Why would the developers leave out a progress bar something that's been around for decades?


The videos are in iCloud. However in Storyboard I can't re-add the videos to the placeholders inside the Storyboard. And I don't think there's a way to convert a Storyboard into a movie on an iPad. What's the best way to get these videos replaced in the Storyboard?
