Why is the app still visible in iPod settings and App Store after deletion?

Heyy!! Okay so while I was deleting an app my I pod touch died so now I can see the app in my settings and in the App Store and it says that I still have the app but I don’t and I can’t find it in the search on the side and it’s not on my Home Screen plus every single time that I restart my phone the app says that it’s still there it just won’t let me click on it or do anything with it. Can someone please help me!?
