Does backup include Photos and Videos too when iCloud is on ?

iCloud Backup includes photos if iCloud Photos is not turned on (unless you specifically exclude photos from the backup.

If you haven’t turned on iCloud Photos, iCloud Backup may include photos and videos in your Photos or Camera Roll, as well as face information from the People & Pets album. When you use iCloud Photos, your photos, videos, and face information automatically sync to iCloud so they aren’t included in your daily backup.

Perhaps, instead of asking the same question in about twenty different posts, it would be beneficial to tell us what is actually happening.
