Why I can't use this MacBook m3 for VMware Fusion software? I can't install window sever or windows file they showed it doesn't support for this MacBook. I don't know why I can't use it.

The vmware Fusion supports only ARM based images.
If you want use this architecture download UTM and chose qemu.
