if you’re turning this into Apple or your carrier, remove it from your Apple ID and from iCloud, and then here’s how to reset it using a Mac or PC: If you forgot your iPhone passcode, use your Mac or PC to reset it - Apple Support

To release your Apple ID ownership and related such (and this with or without connecting to a Mac or PC), see the “if you no longer have your iPhone” section here: What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support

Given this iPhone has effectively already disabled itself, your data is already inaccessible. It might not properly reset when connected to a Mac or PC, because it might not be working right. Which means releasing your ownership remotely via iCloud, and returning it.
