Assistive touch not working to confirm

I am having a very hard time figuring out why my phone is not working with confirming assistive touch. I turn on assistive touch then scroll down to confirm…when it says to double tap to confirm I see the toggle switch on them off again. Because of this issue I’m unable to purchase any apps from App Store and it’s driving me crazy. Any recommendations? I feel like I’ve tried it all.
