My playlists are supposed appear below my watch history. Why isn’t it?

No, this is a forum about iPhone. But Apple doesn't own the YouTube app, nor the code which controls the YouTube app. If you're having an issue with their app, you need to contact them. From your screenshot, it looks like you may be on an iPad, not an iPhone. Either way, you need to get help from YouTube. We can't help you here.

This is an issue with Youtube LLC and Apple doesn't own nor changes Youtube's code, so if you're having an issue with Youtube and their platform please contact Youtube Help Center and not Apple's forum.

I found one Google board it said “Describe your issue” and i put “My Youtube playlists are gone”

Apple doesn't own YouTube. Ask Google, who does own YouTube.
