iMovie 10.3.5 - (not in full screen mode) when you hovering the cursor at the edge of window/border, the arrow only pointing out (making the window larger).
Green button at the top left corner does't help.
Full screen mode still works, still can move the entire iMovie window (it's turn around solution) but it's time consuming, makes the job not efficient.
Feel free to tell Apple your concerns:
As users ourselves, we can only give you workarounds or tell you what you missed.
The screen can be made smaller to a limited extent, but adjusting it smaller would not seem to have much, if any, utility. As you point out, just move the screen aside.
