Pending payment but I have enough funds and now I can’t use my Apple Cash

I purchased a $10 item on an app a couple days ago. I had recently added $20 to my Apple Cash so I had more than enough to get it. When I bought it it gave me the item right away but apparently it never charged me. Now I am trying to buy something else with my Apple Cash and it keeps saying declined just because I have a payment pending which doesn’t make sense because I had more than enough to buy it. This makes no sense and is extremely annoying because it won’t let me use my Apple Cash for online purchases.

Apple Cash is a prepaid debit card and cannot be overdrawn. When the merchant submits the transaction for payment can be several days before funds are withdrawn. If you’re having an issue with your account please contact an Apple Cash Specialist at Green Dot Bank.

it just charged my Apple Cash I now have 10.16 in it but it still isn’t letting me spend the 10.16 I am not buying anything over 10 but it’s still declining why is it doing this.
