I'm part of a shared family plan, the owner of that plan is no longer part of the family. How do we create a new family plan without losing the data of the rest of the group?. Or how do we crete a new family plan and we each migrate our data to that new plan?

As long as you are over 13, you can leave the family group you are now in, and then join the new group once it is set up. See details in here: Leave Family Sharing - Apple Support
One member of the "new" family can set up a new sharing group: Set up Family Sharing - Apple Support
Each member will still have their own account and their library will not be affected by the change.
Note that if anyone is under 13, special considerations apply.

well mosty we doo not want to burden the other oerson with the cost ofthe family plan
changing to other family plan without losing data
