Can't Authorize or Deauthorize This Computer or Deauthorize All with Apple Music or tv

I am setting up a new laptop and want to add Apple Music, but when I try to login it says I can't because the computer is not authorized. However, when I try to authorize it says I can't because I already have 5 authorized computers. But that is not true. When I look at my Apple ID info it shows only two devices, the new computer and my iPhone. Specifically, when I go to Account in Apple Music and then to Authorizations, I see two options: Authorize or Deauthorize This Computer. Neither works. If I try to Authorize This Computer it says it can't because there are 5 other authorized computers (which is not true), and if I try to Deauthorize This Computer that does not work either because it says my computer is not authorized. Then if I go to Account and then Account Settings, I see that next to Computer Authorizations it says "One machine is authorized to play content purchased with this account" and there is no option or button next to it to Deauthorize All. See the screenshot. Hence I cannot Authorize or Deauthorize my new computer, and I cannot Deauthorize All Computers either. It thinks I have 5 computers when I don't. Please help!
