I've done all of the above and still not receiving how many text messages I receive, number count.

Do you have an active cellular connection? Do you get any kind of notifications for messages?
I don't know what you mean by "reset" and "hard reset". Does one of those mean a forced restart?

You might try going to Settings>General>Transfer or Reset iPhone>Reset Netwok Settings.
I used to see the number count of text messages next to the message icon they don't show up anymore. I went into settings...notifications...scrolled down to messages, the badge icon is green, I turned it off then back on again...I've also done a reset on my iphone, plus have done a hard reset.
Strange as this may seem after working at this for 3 weeks now ... it's finally working I received a text message and it showed the number 1 beside the message icon. Thank you for all the help, have a great and wonderful day. :)
Where are you expecting to see this number? What troubleshooting steps have you already taken?
