Apple ID is not active

I am unable to perform password recovery on my apple developer account because I receive the error " Apple ID is not active". I have attempted 4 times in the last 3 weeks to contact apple developer team via email and I have contact apple support by phone 3 times. Apple support is unable to resolve my issue and says that they are separate from apple developer team. I even had the bright idea of going to my local apple store which didn't yield any results as I expected. Does anyone have any other suggestions for resolving this issue ? Is this happening for other people ?

Apple Developer enrollment seemingly isn’t related to this.

Here is how to deactivate (and reactivate) an Apple ID:

How to deactivate your Apple ID account - Apple Support

If your Apple ID was deactivated and you didn’t request that, you’ve had a catastrophic breach, or maybe a corruption at Apple.

Here is info on a disabled Apple ID, which is a different mechanism and a different recovery process:

Your remaining option is to continue your discussions with Apple Support. (Not Apple Developer Support.)

Unfortunately this didn't work. Is there any way to get a refund on this product? I am hesitant to continue developing with apple if this is how the service is operated.

As is the theme in this thread, you’ll have to discuss that refund request with Apple, too.
