How can I control my Apple TV using my iPhone?

I would like to control a physical Apple TV device using my iPhone.

Not send AirPlay video. Not merely access my Apple TV account. I would like my phone to act as a remote control for my Apple TV hardware, preferably showing my what is being displayed by my Apple TV on my phone at the same time, so I can navigate menus on the Apple TV using my phone.

Can this be done? Every time I try to search for an answer to this, I get only answers for something that I'm not trying to do, like AirPlay.

Unfortunately that's flying blind unless I can see a TV screen that's connected to the Apple TV.

I have a home theater with a projector I'd rather not run when only listening, not watching. But without a video display of some sort, I can't navigate the Apple TV interface to select music. I was hoping for some sort of display on my phone of the Apple TV menu system.
