Apple Watch series 9 is stuck on preparing update watchOS 10.4..

Did Apple even test this 10.4 update on the Apple Watch Series 9? I'm wasting my time here (hours) as the update doesn't move past 'Preparing'. I don't think this would ever have happened if Steve was still here running Apple.
