Are you using the same Apple iD for all three...?

Only a small sampling of the music has been available on either device. Is it because I am not paying for an Apple Music subscription that all of it is not available on the cloud?

If you did not pay for extra iCloud space or sync the music that was on the old iMac with iCloud, then it will not be available for your iPhone or new MacBook.

Music downloaded from your CD collection, should only be stored locally on your Mac or on an external drive.

What other device(s) are you wanting to sync that music with...?
