"System Preferences for allowing email automation access for Compressor appears to be disabled"

I want to send a compressed version of a mov file I took with my phone. iMovie's email feature seems like a great way to do it. Says it will take it from 28MB down to 677KB. But then I get this message: "System Preferences for allowing email automation access for Compressor appears to be disabled".

I may have ticked a dialog wrong taking away those permissions myself. So that could be my fault. But how do I change this back to let me send movies by email? It seems foolish to show this polite warning with no escape route.

I tried adding iMovie to System Settings / Privacy & Security / Full Disk Access.

And then restarting iMovie and Mail.

But haven't restarted the Mac yet. Maybe I need to try doing that.
